The project consortium comprising LIST Eco, Kapellmann Rechtsanwälte, KPMG Law and the Institut Bauen und Umwelt e. V. (IBU) has been awarded the contract to draw up guidelines on taking the CO₂ shadow price into account in public procurement procedures.
The aim of the project is to develop practical recommendations for taking CO₂ shadow prices into account in procurement procedures. This is intended to ensure that climate impacts in the construction sector are assessed more systematically in future and that life-cycle and emissions data are integrated more closely into public procurement processes.
The IBU is contributing its long-standing expertise in the field of Environmental Product Declarations (EPDs) and life cycle assessment to the project. Just how topical this issue is was already demonstrated at the IBU Expert Forum 2026: there, lawyer Stefan Latosik explained how CO₂ shadow prices can be used as an evaluation criterion in public procurement procedures in future and what a central role reliable life cycle assessment data plays in this context.
The project highlights the growing importance of reliable environmental data as the basis for climate-conscious and sustainable procurement decisions.
